Forest fires and wildfires cause enormous damage to nature, forests and forestry throughout the world. In general, they have a negative impact on the economic, social and ecological state of individual countries and entire geographical regions. In our country, according to statistics, the largest amount of damage is caused by standing trees damaged by fires (average annual amount – 1,453,610 BGN) and by burned saplings (average annual amount – 79,594 BGN). All other material and immaterial damage is not determined and is not included in the damage. This damage includes the loss of various non-timber forest products (herbs, mushrooms, berries, etc.), the costs of restoring burned and damaged forest plantations, as well as ecosystem and social benefits and services. Therefore, due to the importance of the problem, a concept for a methodology will be developed in this study, through which all damage resulting from wildfires will be determined. A comparative analysis of the value of forest fire damage will be made according to the currently valid regulatory documents. Also, climate change in the affected areas will be monitored and the level of fire risk will be assessed and compared according to the approved and newly developed by teams of the Forest Institute – BAS and Sofia University and published methodology for assessing the risk of natural and forest fires. A cost-benefit analysis will be carried out between the funds spent on prevention and the funds used for extinguishing, restoration and the value of the damage. The aim is to make recommendations based on the prepared value assessments for improving the mechanism for assessing, financing and compensating for forest fire damage, as well as the most economically effective measures for preventing and combating forest fires.
